As AI governance rapidly evolves around the world, governments are confronting complex policy tensions such as balancing innovation with security, managing observable versus speculative risks, and determining the appropriate level of oversight—whether before or after AI deployment. For effective AI regulations that enable businesses to innovate domestically and operate seamlessly across borders, policymakers will need to develop clear, internally consistent policies that reflect their national priorities. Without this internal coherence, there is a risk of fragmented rules that could hinder both domestic enforcement and international collaboration. Additionally, governments that delay action or fail to defend their light-touch approach to AI may become “rule-takers” rather than “rule-makers,” leaving their AI futures in the hands of others.
